This is almost certainly a War Trophy brought back from the Desert Campaign during WWI by some soldier so he could relate his brave deeds of battle to his Grand Children

This is an original Japanese Foot Soldier's Lacquer based head covering or helmet

The upper left corner of the flag has a tan 7" x 9" wool backed patch with a blue border that reads:
